H-GAC Board of Directors

SUBJECT:

Board Report

FROM:

Jack Steele

DATE:

December 11, 2017

Today’s report highlights key items on next week’s December Board of Directors agenda. The meeting is an important one, since the Board is asked to take action on a number of items which will establish service levels, priorities, and funding for H-GAC in 2018.

Consent Agenda—we have the first installment of FY18-19 Solid Waste Management Grants for your consideration next Tuesday. We expect to do an additional call and prioritization to expend remaining funds later in 2018.

We are requesting approval to accept $206,000 from San Jacinto College to provide two Workforce Solutions ombudsman positions to assist students in utilizing the services of San Jacinto College.

We are requesting approval of contracts for auxiliary power and backup generators. This is a routine item in our HGACBuy Cooperative Purchasing Program.

We are requesting authority to contract with several providers for law enforcement training programs across the region.

Finance and Budget Committee— will meet at 9:40 a.m. in conference room A to consider the monthly financial report, and possible action recommendations on the 2018 Budget and Service Plan, and the 2018 Salary and Benefit Program. We are not sending you additional copies of the Budget and Service Plan, since it is unchanged from the version you saw last month. If you would like another copy, however, please contact Nydia De La Garza and she can get it to you.

The Salary and Benefit Program establishes the salary ranges, minimum and maximum levels for each of the H-GAC job families. We are adjusting the ranges a modest 1.2 percent to deal with effects of inflation.

Human Services—we are requesting approval of 2018 contracts for two service providers, Outreach Strategists and Savage Brands to do a variety of outreach activities for the entire regional Workforce network. This is the third-year contract for these providers and performance is satisfactory.

H-GAC Advisory Committee Appointments—we’ll have several Advisory Committee appointments for your consideration Tuesday.

Election Committee—the Election Committee will present its report and recommendation for next year’s H-GAC Officers.

Hurricane Harvey Recovery—we’ll have an update on the FEMA Emergency Housing Program, which is somewhat slow getting started. We will also give you a briefing on the preparation of a Method of Distribution, a required document for accessing HUD Community Development Disaster Recovery Funds. No action will be requested on either of these items.

I hope you will be present next week and participate fully in the discussions and actions before the Board. They are important. Meanwhile, if you have questions about any agenda item or suggestions concerning any H-GAC service, please contact me.

                                                                 Sincerely,

                 Jack Steele
