BUDGET INCREASE TO INTERLOCAL AGREEMENT WITH GENERAL LAND OFFICE - HURRICANE HARVEY - ROUND 1

Background

The Texas General Land Office instructed H-GAC to develop a Method of Distribution which allocates housing buyout/acquisition and infrastructure funds for the H-GAC region with the exception of Houston and Harris County. No housing recovery funds are associated with the Method of Distribution. On July 17, 2018 the H-GAC Board approved the Method of Distribution; which was submitted to and approved by the General Land Office on August 9, 2018.

Significant unanticipated expenses beyond the original contract amount were incurred in the performance of this work. These included advertising and translation services for a second public comment period required by the General Land Office. H-GAC also conducted an in-depth training workshop for staff and local governments covering compliance with the Fair Housing Act and is developing a best practices guide for local governments to assist them in planning and prioritizing Community Development Block Grant-Disaster Recovery projects.
