C & G REALTY SCRAP TIRE MANAGEMENT

Background

H-GAC reviews solid waste facility permit and registration applications for conformance with the goals and objectives of the regional solid waste management plan. 



Current Situation 

C & G Realty has applied to the Texas Commission on Environmental Quality to amend a scrap tire processing facility registration for the facility located at 13550 South Wayside Drive in Houston in Harris County. The facility is currently authorized to split, quarter, or shred scrap tires that will then be used in a Land Reclamation Project Using Tires on the same property. They are requesting an amendment in order to keep a 30-day supply of tires on site to meet the demands of the processing equipment capabilities.

 

Area Affected

The site is located in southern Harris County, approximately 1 mile inside Beltway 8.  The site is located inside the city limits of Houston.

Site Entrance

Access to the site will be provided via South Wayside Drive.

 

Acreage and Site Description

The approximately 12-acre facility will consist of an office, a scale, a concrete slab, parking lots, storage trailers, and an excavated sand pit. The future warehouse, a 117,455-square foot processing building, will have metal walls, concrete floors, and will include a 30,000-square foot tipping floor for commercial trucks to deposit all loads.

 

Land Use

The site is located inside the city limits of Houston. The surrounding land use is primarily light industrial and residential. The nearest residence is directly across the street.

 

Waste Types Accepted

The facility will be accepting both passenger and oversized tires for processing. No other materials will be accepted. All loads will be inspected on delivery.

 

Hours of Waste Acceptance

The facility proposes to receive tires and operate seven days a week from 8:00 a.m. to 5:00 p.m.
 

Fire Protection

Fire protection equipment to be kept on site will include fire extinguishers, shovels, and a bobcat to smother any fires that do occur. Onsite personnel will continuously monitor scrap tire processing operations. Fire prevention meetings will be held each month with all staff and will be coordinated with local fire department personnel.

                                                            

 

 

 

 

 

Vector Control

Any tires not immediately processed will be stored in an enclosed and lockable storage container/trailer. All stored tires will be inspected daily for vectors. Should any vector issues be identified, proper vector control measures will be implemented and documented until the problem is resolved.

 

Consistency with Review Criteria

A primary goal and supporting objectives of the Regional Solid Waste Management Plan (adopted by TCEQ June 2007) are relevant to this application, specifically; the following goal and objectives of the plan are affected:

 

Goal: Promote the planning for adequate municipal solid waste disposal, handling and management facilities.

  • Encourage the development of facilities that reduce, reuse, or recycle waste materials.

 

Local Government Notice and Comments

As part of the review process for solid waste management permits, H-GAC asks for local government comments. In September and October 2018, H-GAC contacted elected officials and employees of Harris County and the City of Houston. H-GAC received comments from Harris County Pollution Control Services stating that the facility should additionally register as a scrap tire storage site with the TCEQ due to their need to have a 30-day supply of tires on site. H-GAC also received comments from the City of Houston Solid Waste Management Department regarding regulations governing tire businesses found in the City Code of Ordinances. The ordinances require the facility to register as a tire generator, to obtain a tire transporter permit if they will be hauling tires, and to prevent stored tires from being exposed to the elements outside of business operating hours.
