Supplemental Environmental Project funds are available for homeowners who meet certain income requirements and are paid directly to the On-Site Sewage Facilities professionals who perform the work. A homeowner match is not required as part of this project. Total funding for the program is undetermined at this time. Funding is dependent upon funds allocated from entities under enforcement who choose to contribute a portion of their fine to our Supplemental Environmental Project. Currently, H-GAC has approximately $200,000 available for this project.
The Texas Commission on Environmental Quality generally delegates permitting authority for On-Site Sewage Facilities to Authorized Agents, which are typically local governmental entities such as counties, cities, or river authorities. Each local Authorized Agent maintains an approved list of On-Site Sewage Facilities professionals (sanitarians, site evaluators, maintenance providers, and installers) with the required occupational license and experience who are authorized to perform work within their jurisdiction.
H-GAC staff is requesting Board authorization to be allowed to utilize the qualified contractors on these lists on a rotating basis for the purpose of soliciting quotes for work to be performed through this program.
