H-GAC’s Procurement Policies were approved in February 2016.  Since that time, there have been minor updates required regarding references to now obsolete Federal guidance. These updates also allow the Texas Department of Transportation (TxDOT) to formally approve H-GAC's updated procurement policy manual.

The updates are being performed to allow the Texas Department of Transportation to approve the 2016 version of H-GAC's Procurement Policy along with a few additional administrative updates.  The minor areas updated in H-GAC policies include:

• Removal of reference to now obsolete OMB Guidance Circular A-102 and A-87.
• Clarification regarding bidding times when time zones differ
• Clarification regarding required certifications when utilizing State or Federal funds
• Clarification regarding management of the RFP process
• Clarification regarding contract negotiations
• Clarification regarding DBE participation on TxDOT funded procurements
• Clarification regarding contracts administration to reflect the implementation of H-GAC's contract management system
