AGING SERVICES 2018/2019 CONTRACT RECOMMENDATIONS

Background

H-GAC is the Area Agency on Aging (AAA) for Austin, Brazoria, Chambers, Colorado, Fort Bend, Galveston, Liberty, Matagorda, Montgomery, Walker, Waller and Wharton counties.  Each year we contract with organizations to provide services for individuals aged sixty and older, including nutrition (congregate and home-delivered meals); transportation; and direct services such as personal assistance and respite care, residential repair, health maintenance, emergency response, and health promotion. FY2019 Aging programs begin October 1, 2018 and end September 30, 2019.



Current Situation 

H-GAC issued a request for proposals in June 2016 to solicit local providers. On August 16, the Aging Programs Advisory Committee (APAC) reviewed responses and authorized the attached recommendations for submission to the Board.

 

Nutrition, Transportation, and Health Information Services

Current nutrition, transportation, and health information service contractors are completing the last of a three-year procurement. The existing contractors have performed satisfactorily and we recommend continued funding.

 

Direct Services

H-GAC maintains a network of authorized providers for direct services such as residential repair and emergency response. Eligible consumers select from the available organizations for the specific service they need.

 

We received 16 proposals from providers to be included in our network: 13 from current providers, Manifestation Home Health Care returning a provider, and 2 new providers; MPJ Audiology and Valued Relationships. 

 

The proposal review committee scored each proposal based on experience and capability, program plan, and fiscal responsibility. We recommend funding 12 proposers scoring 75 or higher. We do not recommend funding Dinsmore Medical Supply, Merc Medical Supply, Manifestation Home Health Care and MPJ Audiology.

 

Attachment A identifies contractors, summarizes funding and service delivery recommendations.

 

2018 Contract Amendments

H-GAC received supplementary funds from the Texas Health and Human Services Commission to provide additional services in the region. The contractors have the capacity to provide additional services, have met or exceeded program performance this year. We recommend funding.  

 

Attachment B identifies 17 contractors, summarizes funding increases, and service delivery recommendations.
