SPRING BRANCH SPECIAL DISTRICT STUDY

Background

H-GAC coordinates Special District Studies in areas where there is significant opportunity to replace motor vehicle trips with pedestrian or bicycle trips, based on local destinations, land use, density, and demographics. These studies are essential to H-GAC’s Pedestrian-Bicyclist Program because they identify specific infrastructure improvements that can improve pedestrian and bicyclist mobility within areas that have a higher likelihood of walking and bicycling trips. These studies guide recommendations in regional investments for pedestrian and bicyclist infrastructure projects.



Current Situation 

H-GAC conducted procurement to select a consultant to conduct the next Special District Study, which will focus on the proposed bicycle-pedestrian facility in Spring Branch Management District as shown on the attached map. The study will identify needs and barriers to pedestrian and bicycle mobility, and provide design solutions for an enhanced, attractive, connected and safe walking and bicycling environment. H-GAC organized a committee that included staff from H-GAC, TxDOT, City of Houston, and the Spring Branch Management District. The committee evaluated three proposals submitted by firms on February 14, 2018. Based on the committee's scoring and evaluation of the proposals the recommendation and ranking are shown below:
