HOMELAND SECURITY 2018 FUNDING

Background

The H-GAC region is expected to receive an allocation the FY18 State Homeland Security Program grant priority list, however, due to the late passing of a federal appropriations bill for FY18 the amount of the allocation is currently unknown. The US Department of Homeland Security has instructed each state to proceed with drafting investment justifications for proposed FY18 projects in accordance with last year’s guidelines. As in previous years, prospective projects will be prioritized by the state and individually approved based on alignment with state, national and regional priorities, project quality, sustainability and potential impact on multiple jurisdictions and/or multiple capability gaps.

 

Project applications were submitted within one of six eligible activities as listed in the FY18 Request for Applications:

 

  • Intelligence and Information Sharing
  • Interoperable Communications
  • Special Response Teams and First Responder Capabilities (including Border Security)
  • State, Regional and Local Planning
  • Operational Coordination
  • Critical Infrastructure

Current Situation 

The Regional Homeland Security Coordinating Council reviewed the eligible FY18 grant applications and made funding recommendations for separate projects on March 21, 2018. During the hearing some applicants removed their projects from consideration to allow for other projects to be funded based upon the FY17 allocation; however, if the FY18 allocation allows those projects would be eligible for funding. The funding recommendations are attached.
