FINANCIAL POLICIES

Background

Maintaining a meaningful and well-considered financial policies and procedures manual is a critical component of a strong financial management system. Good financial policies are designed to protect the assets of the organization; ensure the maintenance of accurate records of the organization’s financial activities; provide a framework for financial decision making; and establish sound internal controls.  H-GAC’s financial policies were last updated in 2005.  Changes in technology and the regulatory environment have impacted financial operations.  The current manual has become obsolete.


Current Situation 

The proposed Accounting and Financial Policies and Procedures Manual establishes the framework for internal control of financial transactions. It also ensures compliance with federal, state, and local legal and compliance requirements. Additionally, the document serves as a reference on proper fiscal administration procedures for H-GAC staff.
