LIVABLE CENTERS STUDIES

Background

Funding has been allocated in H-GAC’s FY2018-2019 Unified Planning Work Program for the Livable Centers program. This program has funded 29 planning studies in the region since 2009; an alphabetical list of completed and ongoing studies can be found in the attached table. For this round of studies, H-GAC issued a competitive call for study partners and convened a five-person evaluation committee comprised of H-GAC staff, TxDOT staff, and past study partners. The evaluation committee ranked applications received based on established evaluation criteria and recommended nine studies to receive $1,531,181 in Federal funds for Livable Centers planning. All nine studies were approved for funding by the Transportation Policy Council at their January 2018 meeting: City of Angleton, Brays Oaks Management District, East Aldine Management District, Greater East End Management District, City of Houston - Montrose TIRZ #27, City of Houston - Southwest Houston, North Houston District, City of Pasadena, and City of Seabrook.

The studies will include the development of plans, feasibility analysis, and strategies for creating public/private partnerships to implement Livable Centers concepts. Each study will also identify specific transportation investments, including estimated costs and air quality benefits.


Current Situation 
H-GAC will be the project manager for the studies and will negotiate with the Texas Department of Transportation and local government sponsors to develop a detailed scope of service for each study. Each local sponsor will provide a twenty percent local funding match for their study for a combined total of $494,046.
