REGIONAL SIDEWALK GIS LAYER COLLECTION

Background

Since 1996, H-GAC has contracted for digital aerial imagery services on behalf of aerial cost-share participants. Successive two-year contracts have been awarded through a Request for Proposals selection process. The last contract, in 2016, provided for approximately 7,100 square miles of high resolution, map quality imagery, cooperatively purchased with funds from thirty-five participating member organizations including Texas Department of Transportation (TxDOT).


Current Situation 

On July 18, 2017, H-GAC’s Board of Directors approved to extend the 2016 contract with Surdex Corporation to deliver digital aerial imagery data products and services through 2019. On December 20, 2017, H-GAC admended the contract to acquire digital aerial imagery coverting 12 regional counties (~11,958 square miles) for the Houston-Galveston Area Council region. The Imagery is to be collected during winter season, prior to onset of spring vegetation from December through February for a maximum leaf-off condition.

 

Staff requests authorization to contract with Surdex Corporation to create a regional public sidewalk in GIS layer using the newly acquired H-GAC 2018 orthoimagery. The coverage area for this project includes Harris, Galveston, Brazoria, Fort Bend, Walker, Montgomery, Liberty and Chambers Counties.  The data will be delivered in phases within the 2018 orthophotography project and will be used to help Transportation staff update the Regional Bicycle Pedestrian Plan.
