FY17 AMENDMENT AND FY18 AGING SERVICES CONTRACT RECOMMENDATIONS

Background

H-GAC is the Area Agency on Aging for Austin, Brazoria, Chambers, Colorado, Fort Bend, Galveston, Liberty, Matagorda, Montgomery, Walker, Waller and Wharton counties.  Each year we contract with organizations to provide services for individuals aged sixty and older, including nutrition (congregate and home-delivered meals); transportation; and direct services such as personal assistance and respite care, residential repair, health maintenance, emergency response, and health promotion. FY2018 Aging programs begin October 1, 2017 and end September 30, 2018.


Current Situation 

On June 15, the H-GAC Aging Programs Advisory Committee (APAC) reviewed proposals for FY2017 and FY2018 contracts and makes the following recommendations.

 

Nutrition and Transportation Services

We are in the second year of three-year contracts for with our community providers for these services.  APAC recommends renewing contracts with all 13 current providers and authorizing a contract with one new provider.

 

Galveston County Senior Citizens asked us to find an alternative provider for home-delivered meals.  H-GAC issued a request for proposals for home-delivered meals only in Galveston County, and APAC recommends contracting with respondent Interfaith Ministries of Greater Houston for this service.  Interfaith Ministries already delivers some meals in Galveston County under another program.

 

Direct Services

H-GAC Aging staff based in Richmond and Conroe assess and determine consumers eligible for direct services. We maintain a network of authorized providers for these direct services, and eligible consumers select from the available organizations for the specific service they need. We only pay a provider if a consumer selects that provider for a service.

 

H-GAC solicits providers for direct services every year.  We received 25 proposals from providers to be included in our network: 19 from current providers and six from new providers.  APAC recommends funding for all 19 current providers and three new providers.

 

FY2017 Contract Amendment

APAC also recommends amending the existing FY2017 contract with Texas Southern University for health promotion/health education.  We received additional dollars for this service recently and believe TSU can best use them to assist consumers.   We proposed increasing this contract from $32,968 to $63,691.

 

Attachment A identifies contractors and summarizes FY2018 funding and service recommendations.
