Approximately 40 percent of all traffic crashes in the region occur at roadway intersections. These crashes result in loss of life and serious injuries and contribute to traffic congestion and travel delays. The Transportation Policy Council (TPC) adopted the 2018 Regional Safety Plan in August 2018. The Plan identified five focus areas that represent the most pressing traffic crash types in the region, including intersection crashes. The TPC also adopted a Vision Zero policy in October 2020 with an aspirational goal to end traffic fatalities in the region by 2050.
As a result of the TPC actions in 2018 and 2020, in the spring of 2021, the Houston-Galveston Area Council awarded a contract to Kimley Horn and Associates to perform intersection safety audits. The contractor performed 58 Intersection Safety Assessments in the 8-county Metropolitan Planning Organization region and has completed and submitted the final reports for all the intersections to H-GAC and the local government partners. A summary final report with executive summary was also completed.
