Houston-Galveston Area Council has established a partnership with Old Sixth Ward Tax Increment Reinvestment Zone (TIRZ) 13 to conduct the Phase II Mobility Study. The Study will expand upon a previous study conducted by TIRZ 13, Phase I, as shown in the attachment. The purpose of this 18-month long study is to comprehensively integrate a variety of programmatic and area-wide planning approaches that intersect the area. Specific study recommendations will reflect previous studies done within the area and will conclude with a prioritized list of recommended improvements and implementation strategies. A comprehensive set of alternative, preliminary recommendations will offer equal emphasis on all modes of transportation and result in final recommendations. 

H-GAC issued a Request for Proposals in August 2022. In response to this request, we received four proposals.

The Proposal Review Committee recommends the following consultant conduct the Old Sixth Ward TIRZ 13 Phase II Mobility Study in the order presented below:

1. Traffic Engineers, Inc.

2. Walter P. Moore

3. HDR Engineering, Inc.
