NATURAL RESOURCES ADVISORY COMMITTEE (NRAC) BYLAWS REVISION

Background

The Natural Resources Advisory Committee serves as a subcommittee of the H-GAC Board of Directors for the purpose of providing information and recommendations on natural resources related topics and projects. The Natural Resources Advisory Committee is composed of a wide array of stakeholders, representing member governments, private industry, public groups, and citizens. The composition of the Natural Resources Advisory Committee body, and its governing bylaws, were last updated in 2011.


Current Situation 

In May 2021, Richard Chapin  Chairperson of the Natural Resources Advisory Committee, assembled a Bylaws Subcommittee to take a comprehensive look at the composition of the Natural Resources Advisory Committee to ensure it is representative of the diversity of our region and to afford more individuals and organizations access to the capacity-building opportunities that service on an H-GAC committee provides. The first reading took place on August 5, 2021, with the second reading occurring on November 4, 2021.

 

The proposed updates were unanimously approved during both readings, and include the following notable changes:

 

· Clarifying the responsibilities (Article II) of the Committee

· Adding three named, committee designated representatives (Article III) and clarifying the nomination process (Article IV)

·  Refining the process for filling vacancies (Article VII)

· Updating procedures around correspondence and the conveyance of meeting materials to include virtual means (Article IX)
