DIESEL EMISSION REDUCTION GRANTS – HOUSTON FREIGHT DISTRIBUTION ELECTRIFICATION CONTRACT WITH HIRSBACH MOTOR LINES

Background

The United States Environmental Protection Agency awarded $40 million in grants to eligible entities with the 2019 Diesel Emission Reduction Act Clean Diesel Funding Assistance Program. The program solicited proposals nationwide for projects that achieve significant reductions in diesel emissions in regions such as ours that have been designated as poor air quality areas.


Current Situation 

The United States Environmental Protection Agency approved H-GAC’s competitive federal grant request for the Houston Freight Distribution Electrification project. This project will replace existing diesel vehicles operating as terminal tractors at warehouses within the region with all-electric models, as well as provide funding to purchase charging equipment to facilitate operation of these vehicles. Staff proposes to partner with Hirschbach Motor Lines to provide funding assistance for vehicle and infrastructure purchases.

 

Hirschbach Motor Lines will provide local match to satisfy grant requirements for their portion of the project. The project funding for the Hirschbach Motor Lines portion of the project will not exceed $778,726 with $333,740 to be provided by United States Environmental Protection Agency, and an estimated $444,986 in match to be provided by Hirschbach Motor Lines.
