| | | | | | | | | Background | | Regional or “seamless” fare is a concept whereby transit riders use a common payment instrument to board and transfer between any public transportation service in the region, without having to pay multiple fares or manage multiple fare media. The Regional Transit Seamless Fare System has been identified as a priority by H-GAC's Gulf Coast Regionally Coordinated Transportation Plan to improve access and connectivity between neighboring public transportation service providers. |

| | | | | | | | | Current Situation | Funding was set-aside as a placeholder in the Transportation Improvement Program for Regional Transit Seamless Fare System. The Metropolitan Transit Authority of Harris County has initiated the development and refinements to its fare collection system utilizing professional services provided by CH2M Hill, Inc. The Metropolitan Transit Authority of Harris County has procured this firm and H-GAC staff has subsequently reviewed this process and determined that it is compliant with federal regulations.
H-GAC is requesting to enter into an intergovernmental agreement with the Metropolitan Transit Authority of Harris County to fund the professional services team to conduct additional stakeholder assessments and system analysis for up to eight additional public transit agencies. This agreement will provide funds for the professional services team to extend their work to complete an assessment and analysis for each of the additional public transit agencies to deliver a plan that would enable the Regional Transit Seamless Fare System.
